When is a game abandoned?

Basically what's the requirements for a game to be abandoned? I've just had one, 4p game where 2 players voted to cancel and the game continued. One of those players timed out and that caused to end the game, even those 2 of the 3 remaining still wanted to play. I thought the game was supposed to continue if someone timed out?

It's abandoned when all the players either:
- dropped out
- voted to cancel
- quit (once another player dropped out)
It's also abandoned when a player drops out during faction selection
