Power Charging Bug

I've played two games recently where my opponent will charge 1pw for free (i.e. no vp lost) even though the highest power structure within power charging range is worth 2 pw. In addition, when this bug occurs, there is no mine within power charging range. Has anyone else experience this?

@asianninja is it possible they only could charge 1pw (all their power was in bowl 3 after charging 1?).
