In our current game (https://www.boardgamers.space/game/Paia-Groject-12345), the Gleens player was able to form a large federation using 9 satellites. The player had 6 tokens in the Gaia bowl and only 4 other available tokens. The tokens not in the Gaia bowl were all discarded, but all 6 in the Gaia Bowl remain. Per the rules (page 9), discarding from the Gaia bowl is not allowed (unless an exception applies), so the player should not have been able to form a federation using more than 4 satellites. So, unless we misunderstand an edge condition, this appears to be a bug where the system counted the tokens in the Gaia bowl when setting limits for forming a federation, which it should not have allowed.
