I'm not sure it's that simple - having to press to decline power charge repeatedly can be a chore, and maybe not even possible. I've been dropped from one game because a slow player dragged it out beyond the expected time (to the next day even) and then dropped, and I simply wasn't available any more to press "Decline power" every 5 minutes - so I got dropped too.

Having a "I pass for the rest of the game" button in these situations (as coyotte suggests above) would be really appreciated.

When the box is ticked to have planets keep their original colour, the selection doesn't get remembered - either between games, or even within the same game if you go to another page and return again. This is a very recent change, and the selection used to be correctly saved - it's only stopped happening as of some time earlier today.
